El día de hoy quiero compartir con ustedes mi larga experiencia para protocolizar mi título de maestría (registro) esperando que esta experiencia pueda ser útil para aquellas personas que deben realizar este proceso en los venideros días.
Today I would like to share with you my long experience in registering my master's degree (registry) in the hope that this experience may be useful for those who have to go through this process in the coming days.

It turns out that in July 2022 I managed to obtain my Master's degree in Education, mention: Educational Research, but it was a few weeks ago that I finally decided to register my degree. Exactly two weeks before I went to ask how was the whole process and the cost; at that time I had to go to the National Building in the city of Barquisimeto, make my respective line to request the form, pay the fees, buy the tax stamps and again go to the National Building to consign the form and the original parchment.
My surprise was that when I arrived at 7 o'clock in the morning to wait in line, a man arrived and began to ask all the people about the procedure they were going to perform and I began to notice that he was removing from the place those people who were going to perform the same procedure as me. Well, I waited for him to arrive to my place and he told me that now it was by appointment and that in order to get it for the next day I had to pay $5.00 for them to do all the paperwork and he took me to a place right in front of the building where the calligraphy was done and they did everything else for me. Well, I went to the place and I had to cancel first to calligraph the title (this is a separate amount, worth about 4$) after this I went with a girl to a computer which opened a user on the page of sarem, scanned my documents and began to fill out all the data in the system until we found the situation that my master was not in the system. Then I had to go up to the third floor of the National Building and ask about the situation, to which I was told that I had to wait for Caracas to incorporate the specialty into the system... So I had to inform the girl what had happened and go home and wait two weeks.
Resulta que en Julio del año 2022 logré obtener mi grado de Magister en Educación, mención: Investigación Educacional, pero fue hace algunas semanas que decidí por fin llevar a registrar mi título. Exactamente dos semanas antes fui a preguntar cómo era todo el proceso y el costo; en ese momento debía asistir al Edificio Nacional de la ciudad de Barquisimeto, hacer mi respectiva fila para solicitar la planilla, cancelar los aranceles, comprar los timbres fiscales y nuevamente dirigirme al Edificio Nacional a consignar la planilla y el pergamino original.
Mi sorpresa es que cuando llego a las 7 de la mañana a realizar mi fila, un señor llega y comienza a preguntarle a todas las personas sobre el tramiten iban a realizar y empecé a notar que retiraba del lugar a aquellas personas que harían el mismo trámite que yo. Bueno espere que llegara hasta mi lugar y me dijo que ahora era por cita y que para que me la dieran para el día siguiente tenía que cancelar 5$ para que ellos me hicieran todo el trámite y me llevo hasta un local justo frente al edificio donde se caligrafía y me hicieran todo lo demás. Bueno, me fui hasta el sitio y tuve que cancelar primero para caligrafiar el titulo (esto es un monto aparte, vale más o menos 4$) después de esto pase con una muchacha a una computadora la cual me abrió un usuario en la página del sarem, digitalizó mis documentos y comenzó a llenar todos los datos del sistema hasta que nos encontramos con la situación de que mi maestría no estaba en el sistema. Entonces me toco subir hasta el tercer piso del Edificio Nacional y preguntar sobre la situación, a la cual me respondieron que había que esperar a que desde Caracas incorporaran la especialidad al sistema… Así que me toco informarle a la muchacha lo sucedido e irme para mi casa y esperar dos semanas.
Sin embargo, yo me sentía robada y sin pistola JAJAJA, pero la muchacha me había dado mi usuario y contraseña, de esa manera yo estuve revisando en la página del sarem hasta que por fin logré ver mi maestría en el sistema; así que al otro día me fui una vez mas al establecimiento donde había cancelado los 5$ para terminar el proceso (no iba a perder lo que ya había cancelado). Bueno llegue allá y contacte a la muchacha quien efectivamente se recordaba de mi gracias a Dios, terminamos de hacer el registro. Ellos también te realizan el pago de aranceles el cual tiene un valor de 44 bs pero si allí te lo cancelan entonces tiene un costo de 70 bs; pero ya yo no estaba dispuesta a pagar más dinero, así que como yo tengo cuenta en el Banco de Venezuela cancele desde mi teléfono, me imprimieron el capture y se lo pegue a la planilla.
Ahora debía comprar los timbres fiscales, estos solo los venden en la sede de la gobernación y para evitar la corrupción “supuestamente” se debe llevar el documento y allá mismo le pegan las estampillas. Después de eso entonces debía esperar hasta el día siguiente para consignar el título en el departamento de protocolización de documentos. A todas estas, mi experiencia había sido algo traumática, así que al otro día me fui temprano, pero la verdad es que el proceso de entrega fue bastante rápido, ahora debía esperar el correo que me dijera que ya podía ir a buscar el título.
However, I felt robbed and without a gun HAHAHAHA, but the girl had given me my username and password, so I was checking on the Sarem page until I finally managed to see my mastery in the system; so the next day I went once again to the establishment where I had canceled the $ 5 to finish the process (I was not going to lose what I had already canceled). Well, I got there and contacted the girl who actually remembered me, thank God, and we finished the registration. They also make the payment of fees which has a value of 44 bs but if they cancel it there then it has a cost of 70 bs; but I was not willing to pay more money, so as I have an account in the Banco de Venezuela I canceled from my phone, they printed the capture and I stuck it to the form.
Now I had to buy the tax stamps, these are only sold in the headquarters of the governor's office and to avoid corruption "supposedly" you must take the document and there they stick the stamps on it. After that, I had to wait until the following day to deposit the title deed in the document notarization department. All in all, my experience had been somewhat traumatic, so the next day I left early, but the truth is that the delivery process was quite fast, now I had to wait for the mail to tell me that I could go and pick up the title.
El correo me llegó a los tres días, así que me fui muy contenta a buscar mi título con la planilla que me había quedado; sin embargo, mi sorpresa es que debía imprimir el correo para poder retirar y yo no sabía nada. En todo el Edificio Nacional, principal registro del estado Lara no había donde imprimir, así que tuve que bajar una vez más hasta el establecimiento donde me hicieron el trámite para imprimir el correo y volver a subir los tres pisos para poder retirar el pergamino.
Gracias a Dios termino la odisea y pude obtener el registro de mi título; sinceramente pienso que aun como sociedad nos falta mejorar, ser más honestos e íntegros; porque el trámite de registro lo pude haber hecho sola y ahorrarme ese dinero, pero cuando te dicen si yo lo hago te consigo la cita para mañana me genero un poco de presión cuando la realidad es que después de hacer el registro y cancelar en línea mediante el Banco de Venezuela al siguiente día ya puedes ir y consignar el título con la planilla, sin necesidad de pedir ninguna cita.
The mail arrived three days later, so I went very happy to get my title with the form that I had left; however, my surprise was that I had to print the mail to be able to pick it up and I did not know anything. In the whole National Building, the main registry of the state of Lara, there was nowhere to print, so I had to go down once again to the establishment where I had to print the mail and go back up three floors to be able to pick up the parchment.
Thank God the odyssey ended and I was able to obtain the registration of my degree; I sincerely think that even as a society we still need to improve, to be more honest and upright; because I could have done the registration process by myself and save that money, but when they tell you if I do it I will get you the appointment for tomorrow it generates a little pressure when the reality is that after making the registration and canceling online through the Banco de Venezuela the next day you can go and consign the title with the form, without having to make an appointment.
