Busting People For Marijuana Is A Waste Of Capitol Police Resources, Insurrection Investigator Tells Congress

Lt. Gen. Jeffrey Buchanan, who served as the deputy leader of the
Capitol Attack Review Task Force, made the remarks during a hearing
before the House Administration Committee on Wednesday. In discussing
the #lawenforcement #shortcomings that enabled people to storm the
building, he said police would be better prepared if they weren’t
pursuing low-level cannabis offenses.
To resolve the “manpower problems” of the police force, Buchanan said a reevaluation of enforcement priorities is in order.
“I mean, if our officers are busting teenagers for smoking marijuana
over at the train station—I know that’s against the law, but if that
doesn’t have anything to do with protecting the Capitol or its
members—it’s probably wasted time and energy,” he said. “It requires a
cultural change. It has to start at the top, but more importantly it has
to be driven by our actions every day.”

New York, Michigan join states moving against delta-8 THC
#delta-8 is not explicitly outlawed by the U.S. Controlled Substances
Act, but the federal Drug Enforcement Administration (DEA) has said
delta-8 THC from industrial hemp-derived CBD is a controlled substance
because it is not a natural extract.
In Michigan, the Regulatory
Reform Committee of the Michigan State House of Representatives last
week approved measures requiring #hemp -derived delta-8 THC be regulated
by the Michigan Marijuana Regulatory Agency, sending the measures for a
vote before the full body.
A number of U.S. states are reviewing
how to handle delta-8 THC, as nearly a dozen have already set outright
bans on the compound. Colorado officials recently moved
to ban sales of hemp-derived delta-8, notifying the state’s marijuana
dispensaries in a letter sent out earlier this month. Alaska, Arkansas,
Arizona, Delaware, Idaho, Iowa, Mississippi, Montana, Oregon, Rhode
Island and Utah all have moved to block delta-8 THC sales.

DEA Will Begin Granting Marijuana Cultivation Licenses
“Pending final approval, DEA has determined, based on currently
available information, that a number of manufacturers’ applications to
cultivate marijuana for research needs in the United States appears to
be consistent with applicable legal standards and relevant laws. DEA
has, therefore, provided a Memorandum of Agreement (MOA) to these
manufacturers as the next step in the approval process,” the agency said
in its announcement.
In December, the agency said it “finalized
new regulations pertaining to applications by entities seeking to become
registered with DEA to grow marijuana as bulk manufacturers for
research purposes.”
Under those regulations, “applicants are
responsible for demonstrating they have met various requirements,
including requirements to possess appropriate state authority, document
that their customers are licensed to perform research, and employ
adequate safeguards to prevent diversion.”
“At this time, DEA has presented those manufacturers
referenced above, who appear to meet the legal requirements, with an MOA
outlining the means by which the applicant and DEA will work together
to facilitate the production, storage, packaging, and distribution of
marijuana under the new regulations as well as other applicable legal
standards and relevant laws,” the agency said in its announcement.
