Top House Democrat Announces Federal Marijuana Legalization Vote Details
A congressional vote on a bill to federally legalize marijuana will take place in about three weeks, the second highest ranking Democrat in the chamber informed members on Monday.
Majority Leader Steny Hoyer (D-MD) said in a “Dear Colleague” letter that the upcoming month is going to be packed with various legislative objectives, including a vote on the Marijuana Opportunity, Reinvestment and Expungement (MORE) Act—which will hit the floor during the week of September 21.
“I’m pleased to bring the MORE Act to the House Floor next month to decriminalize marijuana at the federal level,” Hoyer told Marijuana Moment. “This legislation is an important step to correct the disproportionate impact our criminal justice system has had on communities of color.”
New Bill Would Give Hemp Businesses A Boost And Require Studies Into Alternative Uses For The Crop
A congressman introduced a bill on Friday that would create a variety of programs and grants to help people enter the hemp industry and build their businesses. It would also require a federal study into potential alternative uses for the crop as well as challenges faced by the market.
“Hemp farming is a new and thriving industry,” Riggleman, who lost his primary renomination bid this year and only has a few months left in Congress, said. “By providing these tax incentives hemp growers in Virginia and the 5th District are primed to lead based on their historic production of tobacco.”
The agencies would also have to explore how the U.S. competes “globally with other countries that have a 1.0 percent THC limitation.” The bill states that the study should additionally consider the potential benefits of including hemp-based food items in “certain public school meal plans” and whether any items used by the federal government or its contractors “can be substituted by a hemp-based product.”

A bill to remove cannabis from the U.S. Controlled Substances Act regardless of THC content and thereby legalize marijuana federally – with massive business implications – is scheduled to be considered by the full U.S. House the week of Sept. 21, according to House Majority Leader Steny Hoyer.
The measure would remove all cannabis from the federal Controlled Substances Act, not just varieties below 0.3% THC, as in the federal legalization of hemp.
The social justice-focused Marijuana Opportunity Reinvestment and Expungement (MORE) Act of 2019 already has 87 co-sponsors in the House and is expected to pass, said David Mangone, director of policy and government affairs for The Liaison Group, a Washington DC firm that lobbies for the National Cannabis Roundtable.nb
