I think that in general the intellectual capacity of humans is increasing, but many people are dumbed down by too much of TV and social media.
Furthermore governments are getting bigger and bigger (=socialist) and try to incapacitate people. This leads people to becoming increasingly lazy and to relying on their benevolent dictators. This leads to less common sense, less autonomy and more fragility of society.
