In the Book of Exodus, the Bible teaches with the appointment of the first judges of Israel by Moses during the trip to Canaan the fundament of justice. The fear of God is the good soil on which the virtue of justice rests, if men do not fear God there is no possible justice among men, that is why the Bible taught: "Fear God and keep his commandments, for this is the whole duty of man", Ecclesiastes 12:13. The fear of God is the spiritual gift that guides the heart of man towards God and his wisdom. With the fear of God, the man has the "common sense" to understand the importance and depth of the law of Moses. This is why prophets like Isaiah talk about the importance of perceiving, that is, spiritually grasping the word, and consequently listening to it and putting it into practice.
The Book of Exodus relates that Moses, in addition to speaking to the people as a prophet, performed the functions of a judge in the disputes that occurred between the Israelites.
That is why Jethro, who was his father-in-law, advised Moses to delegate the task of judge to others, and thus create the aristocracy of judges, but not in any way, the selection of these judges had to be very specific, this is how relates the Book of Exodus the fact:
"Teach them his decrees and instructions, and show them the way they are to live and how they are to behave. But select capable men from all the people—men who fear God, trustworthy men who hate dishonest gain—and appoint them as officials over thousands, hundreds, fifties and tens. Have them serve as judges for the people at all times, but have them bring every difficult case to you; the simple cases they can decide themselves." Exodus 18:20-22.
This appointment of judges demonstrates that when the leaders of a nation fear God, this nation can achieve the main objectives of the social union, the peace and the prosperity. The failure of any nation is the failure of the fear of God in the hearts as history demonstrated in the long run with the kingdoms of Judah and Israel.
