Picking Users...
One could imagine that it would be relatively easy to find users who're active, interested and willing to be picked for any form of initiative or project that serves to support and grow said accounts... But it's not.
It seems to be extremely difficult, even with in-depth details and statistics which I've been able to acquire through @paulag's outstanding work with the redfish league.
You either find redfish far below 200 SP, who fits perfectly into each criteria, except for being "in range" of a Minnow-ASAP push. Or, you find users who are "in range", but they are instead inactive or seems to be fairly passive...
You see, the whole point of Minnow-ASAP was to not exclude anyone depending on their current Steem Power, but as with any Minnow-Making project, it is easier to push users who are fairly close to the goal of 500 rather than to push someone with ~100 Steem Power. That's what I mean when I say "in range". I admit that I am looking for users as close to the target of 450-500 Steem Power as possible, as Minnow-ASAP would be able to have a bigger impact on those accounts due to the limited time of 14 days for each push, and due to the amount of Steem Power behind the project. But, I do not want to exclude users, so I look at a bunch of different things before deciding on who to push...

About half way through, we could see them sit at:
389.864, 314.475, 391.394 and 205.721 STEEM Power, which proves that Minnow-ASAP has a considerable impact, but it also shows that these wonderful Steemians have continued to put in both time and effort in their attempt to grow on STEEM. I still continue to support all of them, as I have them on auto.

Users with less than 500 SP can earn up to 3 STEEM. Minnows and above (500+ SP) cannot get more than a maximum of 1 STEEM. Each eligible entry will get a minimum of 0.5 STEEM. A redfish exclusive "side pool" of 18 STEEM might be added on top of the original 30, in case of numerous eligible entries.
