FLAGGING: discuss flagging, what is acceptable to flag, how to avoid flags.

This is my tenth assignment for The Minnow Boot Camp discord, this assignment will cover flagging on the Steem blockchain.
What is flagging?
As always, it's a great habit to get into, to reference the Steemit.com faqany time you have Steemit questions.
Here I will find the Flagging section and investigate!

When we travel to these links pictured above we find this short but sweet explanation of how flags are also considered 'downvotes' and that there are absolutely no stipulations or rules concerning how, what, when, or who you downvote/flag.

Flags are considered a part of your personal 'stake'. While the Steem blockchain itself and the content there is decentralized, https://steemit.com is not and hopefully, some mechanisms can be put in place to protect it's users from spam and malicious malware that is present on @steemit.
Its probably best to just flag with a 1-10% warning to people spamming your posts or the blockchain with plagarized content or spam.
Steemit explains what plagarism is and what is not acceptable on Steemit.com but its just a ediquite guideline not a requirement.

Tread lightly though, ocean creatures, like minnows, can swim in large groups and can 'un-do' your flags by counter upvoting with a equal or greater value of a vote, if said flags were directed at a groups/communities approved bully, even if the comments are inappropriate, spam and non relevant to the post.
It is best to avoid flagging all together unless you have a large enough stake to defend your actions and fend off any retaliation via flags/downvotes in return from other steemit users, for example, users with 10,000+ Steem Power has a 'large' stake in Steem.
