حكومي يطمح إلى إلغاء مجانية التعليم. ولعل وصفنا لهذه المصادقة
بـ«الصدمة» لا يدل، في الحقيقة وبشكل دقيق، على خطورة القضية
وآثارها المحتملة على مصير البلاد العلمي والاقتصادي بالدرجة الأولى.
وصف «الصدمة» يبقى غير دقيق في مقاربة قضية إلغاء مجانية التعليم.
لأن هذا الإلغاء، إذا أخذ مجراه، مستقبلا، في واقعنا التعليمي، سيكون -
ً بكل المقاييس - كارثة ً حقيقية ً ، وجريمة ً في حق البلاد، وعنوان ُ ا صادقا
لفشل مشروع إقامة الدولة على أسس المواطنة والعدالة والتربية.
لا يهمنا التراشق والدجل السياسي الذي أعقب هذه المصادقة،
والذي حاول به المجلس الأعلى والحكومة معا، تفسير القضية على
نحو مستفز، وحملها على مقاصد غير صحيحة، بل نعتبرها مشوبة
بشوائب التحايل والغش والتضليل. ولكن الذي يعنينا في هذا الأمر،
هو أن نؤكد على أن الاستمرار في تحويل هذا الرأي الحكومي
المصادق عليه من طرف المجلس الأعلى إلى حقيقة منتجة ومتفاعلة
في الواقع، معناه أن البعض يعمل، وفق أجندة لا تبشر بخير،
على جر البلاد إلى الهاوية، حيث الجهل والأمية والفقر والمرض
والبطالة، وحيث توسيع الفوراق بين الطبقات بما يهدد، صراحة،
الوطن في سلمه الاجتماعي، وأمنه الروحي والثقافي والإنساني.
إن السؤال المطروح؛ هو: هل تعليمنا العمومي مشهود له اليوم
بالكفاءة والجودة والمردودية؟ لأن التفكير في رفع المجانية
عن تعليم بهذه المواصفات الثلاث أعلاه، قد يكون أمر مقبولا
ومطلوبا وواقعيا. لكن تعليمنا مريض جدا، ولا يستجيب لشروط
العصر، ولا لمقاييس التربية والتكوين الدوليين. فكيف اهتدت
الحكومة إلى فكرة خوصصته، ورفع المجانية عنه؟ ولماذا؟.
لا شك أن الهدف أكبر من أي تصور. خصوصا إذا استحضرنا المعطيات الآتية:
أولها: أن التعليم العمومي لا يرتاده إلا الفقراء والمعوزون،
وخاصة ممن لا يملكون -في بعض الأحيان- حتى ما
يسدون بهم رمقهم، علما أنهم يشكلون % 99من زبنائه.
وثانيا: إن أغلب الأسر المغربية، الواعية والمدركة للواقع، تجمع
على فساد التعليم العمومي، وعجزه عن الاستجابة للإصلاح، لذلك
ظل قديما وحديثا تعليما بدون هوية، وبدون حوافز، وبدون أفق.
أما المعطى الثالث، فيتحدد في غياب البنية التحتية للمدرسة
المغربية (أقسام ومراحيض ومعدات وتجهيزات وأدوات فنية
وتقنية،) في وقت بات فيه الاكتظاظ سيد الموقف والصورة
بمختلف الأقسام والفصول من طنجة إلى الكويرة، حيث أضحى
معدل عدد التلاميذ في القسم الواحد لا يتراجع عن 60تلميذا.
ُ فأي تعليم، مثل هذا، يمكن لنا أن ن َخ ْو ِص َصه ونرفع عنه المجانية؟.
وأي قرار أحمق وجاهل أفظع من إلغاء مجانية التعليم عن الفقراء
والمعوزين؟.بل ما هي خلفيات هذا القرار المزمع تنفيذه مستقبلا؟ إذ أنه
من الصعب جدا، إقناعنا بأن الخلفيات بريئة! وأن المسؤولين يطمحون،
من وراء هذا القرار المشؤوم، إلى الارتقاء بالتعليم من خلال إعادة صناعة
أدواته المتعددة على نحو يماثل الصناعة الغربية المتطورة والفاعلة.!
إن من يقف على مأساة تعليمنا العمومي الفاشل، ثم يستحضر، بعد
ذلك، مصادقة المجلس الأعلى على رأي يقضي بإلغاء مجانيته،
سيدرك جيدا عناصر الجواب الحاسم عن السؤال الآتي: لماذا نحن
أمة «تعشق» الجهل، وترفض «الانخراط» في سيرورة التقدم
والحضارة؟. ألا يعلم المسؤولون المغاربة أن تعليمنا المريض والفاشل
والفاسد لا يحتاج إلى الخوصصة، وإنما إلى إمكانيات مادية، ومناهج
علمية منتجة، وقوة اقتراح حقيقية للأفكار والبرامج والتصورات.. كما
يحتاج إلى منظومة تطوير فعلية وعقلية ونفسية للموارد البشرية:
معلما وتلميذا.. طالبا وأستاذا، موظفا إداريا ومفتشين ومدراء
