The 660cc class of bikes when compared to the 400’s or 250’s has a longer first, and second gear.
When riding the lower cc bikes the gears are shorter if that makes sense.
In other words, you can get to apx 20miles/hr In 1st on the 250cc engine, and maybe 50-75% more speed with the higher cc’s.
You will tend to shift into second and third at lower speeds the lower the cc’s.

It’s all about what speed range you have in each gear. And the range increases with cc’s or engine power.
A lower cc sport bike like the ktm rc390 will be easier to “ring out” each gear and still be alive, keep speeds down. Versus ringing out a 750cc cruiser or aprilia rs 660, you’ll be hitting 160mph and risking your life.
