Everyone is eligible that is 12 and older, has received at least the primary series of any of the vaccines, and has had their last dose more than two months ago. Even if you've been infected, there's a benefit to getting this booster. It doesn't matter if you've had 0 boosters or 3 boosters. Up to date means you got this updated booster.
At this point, it is a given that the initial reaction was probably too heavy handed, but to assume that there isn't anything to worry about is being too naive as well. We are currently losing 400 people a day to Covid, likely most of which, unnecessarily.
With populations not growing, and more people moving from the working cohort, to retired and un-employed, not to mention, a pretty significant number of people deceased from disease before their time, we are looking at a pretty severe economic winter that may not resolve itself for decades to come, even if we have temporary market buoyancy.
