Almost four years had passed after typhoon ''Yolanda'' devasted the Philippines, especially Visayas region, but still, the distribution of funds are still ongoing. According to the Department of Budget and Management (DBM), the agency in charge of the Foreign Aid Transparency Hub (Faith), the donation as of October 2015 was 73.31 billion. If we say that until now, the budget was not exhausted and 1/4 of it was deposited in the bank with a standard rate of 1.25% every year, after three years it will profit 200,835,250,000. It is just 1/4 of the fund; how about if 1/2 of it was deposited? Isn't big and profitable? Haha!

Three years after the fiercest typhoon, Rehabilitation and Recovery Programs for the survivors have been made; Yolanda housing projects were distributed, and the 30,000 Emergency Shelter Assistance (ESA) was provided. However, some survivors did not received the financial aid and housing project even if they really deserve it - especially those living near the coastal areas. The so-called Family and Friends Relations is a very well-known method in choosing the beneficiaries. If you know someone who is in-charge of the distribution, then you will undoubtedly receive the aid, but if none, sadly you cannot avail. You're lucky if your name was chosen randomly. I remember what my father said after he had waited and stand in line for a long time for the ESA, he said,'' Waray ako nakarawat,naghinulat la ak hin waray'' (I did not receive anything, I just waited for nothing). Everybody waited, but not all of them received the aid. Others were happy, and some were pathetic and disappointed.

Everybody was a victim and had experienced the supertyphoon, why should have an exception - which in the first place the fund for scholarships is separate from the Yolanda funds donated by different NGO's.
How about the scholars who did not apply for the aid? How about the non-scholars who are not included on the list? Are they not a victim? No! They are.
Yolanda funds should equally be distributed whether you are a scholar or not, whether you have friends/relatives in the government or none. Everybody was a victim, and it's their privilege to receive what intended for them.
