You get them after 100 missions.
Booster packs can be bought to get ahead faster, I'm still waiting with that, at least until I've tried the first cards.
The 24 booster promo cost 100 hive, about 11$, a fair price in other games the booster packs cost much more. I'll definitely consider buying them.
Starbits on the other hand have a price of $0.00004, so about 4$ for 100000 starbits.
