
I bet Justin and CZ were totally ignorant about Steem. On Tron, the voting works like this, which is in my opinion a very BAD DESIGN:
In order to vote for Super Reps (witnesses) on Tron, you have to freeze your tokens, and this process takes three days.
Once you vote, after the three days, let's say that you want to unfreeze your tokens, and stop voting and just cash out. Once you hit the 'unfreeze' button, you get your tokens right away, so you can cash out. There is no time delay at all once you unfreeze it.
That is probably why Justin and CZ and all his exchange buddies thought that Steem worked the same way. They probably had no clue that it took 13 weeks to get all their steem back once they powered down.
I think you also gotta realize that Tron is kind of a bastardization of dpos, with Binance account controlling 54% of the chain. This makes it so that Binance is pretty much in control, which then puts Justin and CZ in bed.
Some dpos blockchains like Telos don't even allow exchanges to vote on their chain. It's important to realize that Justin Sun of Tron doesn't even recognize how corrupt his own chain is. The easy voting, and instant unfreeze mechanism, allows exchanges to swoop in and vote with customer funds, and in 3 days get all their tokens back instantly.
While I think 13 weeks is too long, and instant unfreeze is way too short, i think a happy medium of say 4 weeks is much more adequate.

What is clear in all this is: Steem should write rules into the code (just as Telos has done) to make it so that exchanges cannot vote or participate in the governance of STeem going forward. There are ways to do this, and I'd like to have everyone here learn from Douglas HOrn of Telos (it's an eosio chain) how to make rules to make it illegal for centralized exchanges to vote in Steem Witness selection. There's going to be an AMA soon on twitter to discuss all these issues.
One thing is super clear: we gotta all fight to get the Tron witnesses out of the top 20. Tron will definitely destroy Steem.
Tron is the most centralized heap of garbage. Trust me, I was using TRON and know from experience. It's trash.
