Incest is commonly associated with pedophilia and other mental illness, a common topic that people often avoid. Victims of incest abuse rarely receive the psychological support they need because even many psychologists see the topic as uncomfortable. While incest is often associated with father-daughter, same-gender incest like brother-brother and mother-daughter had happened before. These things are common topics most of you would grimace by hearing about. However, such incidents exist even if it's 1 out of 10,000.

A 3-year-old son was sexually molested by his own father back in China, yet the child was simply evicted from their home. The police had arrested their family and the court labeled his father as "domestic violence" instead of "incest". Rather than getting the therapy the child needs, the topic as concealed by the neighbors and relatives. The man grew up psychologically disturbed, and he struggled trusting authority figures his entire life. He eventually became a criminal and ended up in prison. If he was therapeutically treated, talked it out with someone, he would be in a different place today.
Another example was a young girl who was sexually abused by her older sister. Their mother kept the two of them apart, but she never took the older daughter to any therapy nor psychiatrists. The incident remained a family secret for many years. The younger sister grew up becoming homosexual. Sibling incest is one of the most common type of incest, yet it is often a topic most would avoid, The two sisters lost contact after adulthood, but the younger sister always felt paranoid whenever she associated with other females. Incest between mother-daughter and father-son is the most taboo of all. However, such incidents sometimes do occur.
The best way (I think) to deal with such issues is to give the victims of incest abuse a change to speak out for themselves. But the society should encourage more open conversations.
