apt was recently introduced by Debian but is not fully implemented until Debian stretch. However, apt was fully supported from ubuntu 16.04. Here are the main differences between both the commands.
However, apt-get is more productive than apt while apt is very friendly for beginners like showing progress bar, showing tips etc.
