Paper Coinage will Range from One Cent to One Hundred Cents, just like the Current Dollar "Bills" Range from One Dollar to One Hundred Dollars...
This is an "Example" of what Paper Coinage may look like, with only a Few Minor Changes...
This may Paint a Clearer Picture of why the Melt Value of Gold will be Set at $35.00 per ounce...
As per my Vision, it will take 35 of these One Hundred Cent Certificates to equal the Melt Value of Gold...
So, it will be 3,500 Cents or $35.00 for Gold and 350 Cents or $3.50 for Silver...
Congress has the Power to Coin Money, and Regulate the Value thereof...
Hence... Paper Coinage...
