Voting for new tag - We need to help people who are first time here on Steemit

This is just an idea... I did not fully developed it in my head.

This is what I have in my mind:

1. New tag will be #newcookie
2. New member of Steemit will use #newcookie tag, for example (a) first 5 posts (b) until he/she reach reputation '30'...
3. Every Steemian need to upvote or/and comment at least 3 articles with #newcookie tag per day
4. ....
5. .....
6. ......
7. Do You have something to add???
