The Hulk is Marvels strongest character. The Hulk has the highest power limits because he really does not have a power limit. The angrier the Hulk gets the stronger he gets.

The depiction of the Hulk character in these movies was poor and outrageous. It’s been a sharp decline in the strength category.
In The Avengers Age of Ultron then hulk is mind controlled by scarlet witch. Now this is quite possible but the effects should have been burned off rather quickly because the hulk is somewhat immune to mind control. Then Iron Man in a huge iron suite called the Hulk buster is put on a pedestal by being able to bring down the green giant after a drag out brawl that took down several buildings. It was a good fight but highly unlikely that Iron Man no matter how powerful the suit would be able to bring down the Hulk. So the Hulk looks weak in this movie. Then there is the scene where Thor, vision, and Iron man blast Ultron with energy blasts to incapacitate him but the Hulk really takes no part in beating him down huh? The Hulk punches Ultron after he has been disabled and punches him into the sky. The Hulk should have be fighting one on one with Ultron while the other avengers keep the drones out of the fight.
In Thor Ragnarok Thor had his hammer destroyed by his more powerful sister Hela. Then he is sent to another planet. He meets the Hulk on this planet and the Hulk is a champion warrior who has been on the planet for two years since Age of Ultron. Hulk has found a second home and has been undefeated in battle beating some the universes most dangerous monsters and warriors. But this is an afterthought and not highlighted in the movie. The Hulk battles Thor and Thor comes close to defeating Hulk. The hulk is saved by the grand master who uses the implanted device embedded in Thors neck to incapacitate him while the Hulk pummels him unconscious. Still this is viewed as a victory for Thor and makes the Hulk look weak. In the comic short movie of Planet Hulk the Hulk is able to use his rage to bring down many impossibly huge monsters and the likes of beta Ray Bill. Beta Ray Bill defeats Thor in the comics by the way. I could believe a story line where Thor tricks the Hulk into transporting him off planet to a place where he poses no threat to him. But Thor could never win in a one on one fight with the Hulk. It just wouldn’t happen.
In Infinity WAR Tony Stark (Iron Man), and Thor who redeemed himself were able to go toe to toe with Thanos. Tony Stark had a good 5-10 minute battle with Thanos. Thor in his second go round with Thanos was able to almost kill the purple giant. Both Characters strength ratings went up. But the hulk was beaten down by Thanos in the beginning of the movie in less than a minute. The Writers didn’t even allow the Hulk to redeem himself. Iron Man, and Thor were the most formidable against Thanos once again. Iron man battled Thanos for 5-10 minutes but ultimately lost. But Iron man gained much respect for the battle. Thor was allowed to redeem himself after getting his second hammer Mjolnir. Thor nearly kills Thanos by embedding Mjolnir in his chest. The Hulks character is not seen for the rest of the movie and watchers are left to speculate that the reason is that he is scared of Thanos after the beat down. What? The Hulk never runs from a fight no matter how powerful the villain is. This group of writers did not justice in exploring the unlimited power potential of the Hulk.
In my opinion the best Hulk Movie was when Edward Norton played the role of Bruce Banner.
Why Build Iron man, and Thor to make them more powerful than the hulk?
Why not try to elevate the Hulk brand?
