We should create a peer review board for "unaccepted" contributions in utopian.io.
This feature will allow for non-admins to review contributions from other users which are not approved and not visible. Peers should be able to then quote and "resteem" or rework existing contributions that did not get visibility. Peers should then fund them as needed and promote them.

Functions
- Search and filter unapproved contributions by project or tag.
- Search for items that are before or after the seven day period.
- Be able to look for items that might have been reposted. This feature would be essential to know if a node was reworked or not.
- Be able to quote and rework/ fork the original post into a new post.
- Be able to share the profits from the new post with the original author.
- Create a payout system that goes beyond the 7 days based upon a pool of funding and the group voting.
- Create a review board of independent consultants who will review posts based on merit and be paid for this service appropriately.
