In the current user interface of Brave Browser, the tabs are placed below the address bar. The brave shield panel is placed in the address bar and the dropdown menu is placed in the tabs bar.

The screenshot highlights the tabs and address bar in default settings. This settings is similar to Apple's Safari browser. But it is the opposite of both Mozilla Firefox and Google Chrome. Since Safari is only used in Apple computers, most Windows users are not familiar with this setup.
Statistics from netmarketshare show that vast majority of Internet users use browsers that have tabs above the address bar. So, it wouldn't be irrational to say that having tabs above the address bar has become the standard norm among browsers.
Having tabs below also makes users we aren't used to this setup uncomfortable. Therefore, I suggest that Brave Browser should offer the feature to set the tabs above the address bar. It would be great if Brave changed the default settings for windows builds to that if the feature is implemented.
