Plot ...? Good characters with serious problems take over and do what they want …. they ignore your plot …

Actually, start with an idea …. choose the characters and plot that forwards your idea.

For example (from published books):

From Viking Daughter: I always knew that women in the Viking Age gained unparalleled legal rights, but exactly how did they do it?
From Dracula - Deathless Desire: None of the story was told from Dracula's POV - what was his side of the story?
.
From DeathQuest: Viking warriors had to die gloriously in combat to go to Valhalla or they spent eternity in Niflhiem - wouldn't they plan their deaths very carefully?
.
However, What are you more interesting in exploring first? If you create characters that you fall in love with, the plot that grows from that will be unique to those characters.

If you develop a plot that you love, making characters to fit that plot can be a fun little puzzle.
