ZZAN is founded by @cjsdns,@jjy and @philhyuntd from South Korea. And yes you're right there's also many Chinese are active on ZZAN as well mostly have been introduced from SCT (steemcoinpan.com). As posts in SCT only focus on Crypto related topics hence they have decided to launch ZZAN which you can use ZZAN tag for almost any topic.
