Really all the responses that are necessary for living have to start in your immediate vicinity.
Loving God is to recognize that there are consequences for the things you do (remember Proverbs says "the fear of God is the beginning of knowledge").
Loving your neighbor represents the application of that love of God -- which reminds us of Hebrews where it says "Do not forget to show hospitality to strangers, for by so doing some people have shown hospitality to angels without knowing it." (Remember the people of Sodom were destroyed because they abused the strangers that came to save Lot the nephew of Abraham.)
