The Steem community messenger is based on sending messages back and forth as encrypted memos. Also, the Steem messenger BETA just released by @therealwolf is better than that and also based on memos.

Ultimately, memos are for anything. The development potential using them for various applications are tremendous. A progressive look is pro-memo.
Now I understand why some witnesses would be unhappy about memos, spam, or other excessive use of the block-chain — because technology is expensive. @timcliff pointed this out to me. And I realize its hardest on non-top20 witnesses and on exchanges.
That said, I vote for all 3 of you in the conversation: @quochoy, @emrebyler, and yourself. That said I ultimately stand by the following:
- It's my wallet.
- It's my money.
If this were any other block-chain, would you have an opinion on how I used my wallet and my money? What about off the blockchain, do you have an opinion on how I use my wallet and money?
It's a bit cold but can put some things in perspective. And it's not to be an asshole. The complete opposite.
So... onto spam. What real humans do in a mutually consenting exchange "spam." It's not spam.
If you memo people who have said not to, then yes, you're spamming.
Is sending unsolicited memos spam? Absolutely not. If I send an unsolicited text message to a Facebook follower, am I spamming? Nope.
What is SPAM
noun: Irrelevant or inappropriate messages sent on the Internet to a large number of recipients.
Is the message, "relevant"
Is the message, "appropriate"
These are subjective terms.
If I use a bot and other bots follow up with a "hey check out my bot too!" message -- that is relevant.
If someone send me a picture of their crotch as a gif, that's sexual harassment to me- but some guys might find it a welcomed surprise.
Unless it has a phishing link, the blockchain is censorship free and unlimited (so long as you're paying those fees, you're not "wrong.")
Ethics
Do you, knowing it causes a slight burden on yourself and other witnesses, desire to relieve some burden? Then sure, stop using memos.
But the fact is, the blockchain is getting VERY progressive developmentally. Some witnesses won't be able to afford it. Overall the witnesses together are well to discuss ways they will monetarily handle things because just think--- with all the new SMT's (starting at a cool 1sbd set up) and all the new dapps (think ETH20) .......... no witness can fry the fish ahead.
Better (in my opinion, humbly) to rethink working AROUND the issues than resisting them.
Just like the TAG scenario I spoke on with you personally. No way will it be possible- mark my words - to police a million people (growing exponentially) into using a taxonomy a certain way. Must thing more open: increase tags, add mute and follow, reward indexing, etc.
