Honestly ive tried to get it at least to lvl 4 because he has limited utility, but he is useful nonetheless, as youve mentioned ive used him on the earthquake ruleset and 99 mana ruleset as a filler and

I dont think vouchers would be that expensive after phase 2, else if the voucher price is higher just sell it on the hive engine then use the dec to buy more paks instead of using it for bonus paks.
